Report STATE_ESTALE error with LogEventLimited() in state_lock(), state_test()
Currently in state_lock() and state_test(), STATE_ESTALE error is
reported with LogMajor().
Used LogEventLimited() to report STATE_ESTALE in state_lock()
and state_test().
