Add bcond support for INTERNAL_STATD and fixed compilation errors

Add RPM bcond handling for INTERNAL_STATD.
Defined BCOND_INTERNAL_STATD in CMakeLists.txt
Propagate corresponding INTERNAL_STATD flag to spec file.

Fixed  compilation errors seen with INTERNAL_STATD=ON
