gRPC: add Per_Client QoS admin RPCs

Add gRPC equivalents of the Per_Client D-Bus QoS methods on
org.ganesha.nfsd.qos (QosMgr).
RPCs
- GetClientBandwidth / SetClientBandwidth
- GetClientTokens / SetClientTokens
- GetClientIOPS / SetClientIOPS
- EnableExportQosBwControl / DisableExportQosBwControl

These land on qosService.QosMgr, with C helpers in nfs_qosmgr.c and
handlers in nfsServiceServer.cc. Behavior matches the existing D-Bus
methods: lookup the client by IP, then get/set rbucket/wbucket limits.
