Return error count after failed proc_block

It helps to avoid commit of DS block with not initialized
FSAL inside.

Example of ganesha config that will lead to assert in
pnfs_ds_insert function:
DS {
	FSAL {
		Name = NOT_EXISTING_FSAL;
	}
}
