Allow specifying python version

Many distros have multiple versions of python installed, and not all of
them are created equal.   In F38, for example, the "main" version is
3.11, but the highest version is 3.12.  Allow specifying
"-DWITH_PYTHON3=3.x" to choose a specific version.
