QoS: allow build with ENABLE_QOS and USE_DBUS=OFF

- Decouple QoS admin from D-Bus so ENABLE_QOS=ON builds without USE_DBUS.
- Compile nfs_qosmgr.c only when USE_DBUS or USE_GRPC is enabled.
