Fix prometheus_exposure urcu inclusion
The system urcu compiler.h contains conditional c++ code, gated
on #if defined __cplusplus. This breaks compilation when any of
the urcu headers is directly or indirectly included within an
extern "C" block.
A solution is to include urcu headers, at c++ scope, before any
extern "C" header inclusion can take place.
Fixes compilation on Fedora 43.
