grpc: Add NfsMetricsService and local credentials support
Add a gRPC NfsMetricsService (CollectMetrics RPC) that collects
in-memory Prometheus metrics (counters, gauges, and histograms) from
libntirpc's registry and exports them as structured protobuf messages.
This allows local monitoring agents to scrape Ganesha metrics directly
over gRPC without an HTTP scraping endpoint.
Also update the gRPC server initialization and configuration:
- Add a Credentials_Type config option (LOCAL vs SSL, defaulting to
  LOCAL) so local metrics/admin clients on the same host can connect
  via LocalServerCredentials without requiring mTLS certificate files.
- Rename Ganesha's grpc_shutdown() wrapper to grpc__shutdown() (matching
  grpc__init()) to avoid a symbol collision with libgrpc's built-in
  grpc_shutdown() function.
