CEPH: Reclaim support for multiple ceph clients

NFS Ganesha instance can have multiple ceph clients, based on file
system name, mount path, associated ceph user and the node on which the
Ganesha instance is running.
On node failover, the client capabilities for all these ceph clients
need to be reclaimed.
