OPEN: only log delegate_type for CLAIM_PREVIOUS
open_claim4_u is a union, and delegate_type is only valid when the
claim is CLAIM_PREVIOUS. For other claims it shares memory with
another member. For CLAIM_NULL that member is the file name, so the
log printed the name length as the delegation type (for example
"Delegate Type = 8" for an 8 character name), which is misleading.
Print delegate_type only when the claim is CLAIM_PREVIOUS.
No functional change: only the debug log was affected.
