FSAL_CEPH: don't abort the connection if we're deleting the export

We only want to abort the connection if we're tearing down the export
during a clean shutdown. Otherwise, when doing a deliberate unexport,
we'll end up leaving the client hanging out there until it gets
blacklisted.
