nfs4_op_exchange_id: pnfs server flags should not be empty

In case the client sent pNFS flags in the EXCHANGE_ID request and the
server has no pnfs_mds, EXCHGID4_FLAG_USE_NON_PNFS should be returned.
See section 13.1 in RFC8881.
