Reduce log level for rpc.statd communication failures
rpc.statd is a single thread process and is prone to not respond in time
when there are DNS timeout failures. Since all of these failures result
in NFS clients resending lock requests and retrying, reduced the log
level from CRIT to EVENT. It is also rate limited, just in case!
