Accept RO as Delegations alias for read-only delegations

"ro"/"RO", which was previously not recognized by Ganesha’s
config parser, resulting in read delegations not being enabled
even though I/O continued to work.

With this change, ro/RO now maps to read-only delegations
(same behavior as Read/R).
