Define TCP_KEEPIDLE on OS that uses another name

FreeBSD actually has both TCP_KEEPIDLE and TCPCTL_KEEPIDLE and they
appear to have similar meanings, though are defined to separate numbers.
macOS and Linux only have one or the other.
