Fix Python utility crashes caused by user-configured Python alternatives

Pin shebangs across all ganesha-utils scripts to the native OS interpreter
(e.g., platform-python on RHEL), ensuring they retain access to modules.

Upgrading the system default python3 alternative to Python 3.14 broke
ganesha_mgr. The script now fails with 'ModuleNotFoundError: No module
named Ganesha' because the required Ganesha library modules are located
in the older distro Python (3.9) site-packages directory and are missing
from the new Python 3.14 environment.
