libacl.so doesn't have acl_{get,set}_fd_np() on many Linux platforms,
including Ubuntu Jammy (22.04) so even if you tried to enable it, cmake
will disable it when it fails to find those functions in libacl.
Debian bookworm (12), Fedora 39, CentOS Stream 9, have the same issue.
