Replace dec_nlm_state_ref with dec_state_t_ref to allow disable NLM In order to be able to build without NLM support, we need to always call dec_state_t_ref which determines whether to call dec_nlm_state_ref or dec_nfs4_state_ref and has a conditional compile to leave out dec_nlm_state_ref if bulding without NLM support.
