Use prometheus-cpp-lite and extract to a separate lib.
We add lightweight HTTP endpoint for scraping by Prometheus server.
The monitoring library is extracted to shared object, in order to support any
component to export metrics, especially libntirpc.

C++ - Assorted gtest fixes for newer Fedora
- New GTest needs at least C++-14, so remove the C++-11 option
- URCU has C++ code, so it cannot be included within "extern C" when
build by a C++ compiler. Make sure to include the header as C++.

packaging: BuildRequires glibc-devel
All versions of RHEL and CentOS, going back at least as far as RHEL6,
have glibc and glibc-devel. Also all versions of Fedora and SUSE.
libc6 and libc6-dev is Debian & Ubuntu. I don't know which distribution
has libc and libc-devel packages. (*BSDs don't have -devel packages.)
