Change subject: monitoring/monitoring.cc: Added Enable_Dynamic_Metrics param to disable

monitoring/monitoring.cc: Added Enable_Dynamic_Metrics param to disable dynamic metrics.
By setting USE_MONITORING=ON and Enable_Dynamic_Metrics=false, we can get only the
higher-performance static metrics. The dynamic metrics are enabled by default for
backwards compatibility.
