Currently, if delayed_submit() is invoked after delayed_shutdown(), there is a possibility of accessing a destroyed dle_mutex, which can lead to undefined behavior and crash. The shutdown path destroys dle_mutex, but there is no protection preventing concurrent or late calls to delayed_submit().
